That there is an electrical risk in that specific location. Not a general reminder about electricity being dangerous, but a direct warning that the equipment or area right in front of the worker presents a real and immediate shock or electrocution risk.
What signal word should an electrical hazard sign use?
It depends on severity. DANGER applies where contact with components could cause serious injury or death, which covers most high-voltage equipment. WARNING suits situations where serious injury is possible. The risk level is somewhat lower. CAUTION applies to lower-voltage situations where the likely outcome is a painful shock rather than a fatal one.
Where are electrical hazard signs commonly needed?
On exposed wiring and terminals, on panels where covers are sometimes removed for maintenance, on transformer enclosures, near high-voltage equipment, on motor control centers, at substation fencing, and on any piece of equipment where contact with energized parts is physically possible during normal access or maintenance.

Are hazard signs needed on equipment that is normally enclosed?
Yes. Enclosures get opened for maintenance, inspection, and troubleshooting. The sign communicates the hazard to whoever opens the enclosure, whether that is a trained electrician or someone else who has no business opening it in the first place.
Should the sign specify the voltage level?
Adding voltage information gives workers and emergency responders useful context. "Danger: 480V" tells an electrician a lot about what they're dealing with before they touch anything. For equipment with high or variable voltages, including that information on the sign is worth the extra step.
